For condo associations, most of the time the hot water boiler is individually owned and the tenant is responsible for repairing and servicing the boiler. This wouldn't be an expense for the Association to pay for.  If your condo unit has HVAC hot and cold air then you should call an HVAC specialist.  Depending on the by-laws of the building, the expense must be determined.  Sometimes the by-laws state that the individual HVAC units must be maintained by each individual owner.  Other cases state that the HVAC system will be maintained by the home owner association.  


In our opinion, since HVAC units can break down as a result form usage and wear and tear, this is an item that should be the responsibility of each owner to maintain and repair, however the ducts should be maintained by the association to ensure that they are clean.  Build up of dust and particles can effect the entire building.  They should be cleaned at least once every 5 years.
